On 15 July 2016, the EPA announced the Regulations on the Employment and Management of Toxic Chemical Substances Professional Technical Management Personnel. Regulations concerning toxic chemical substances professional technical management personnel were originally stipulated under the Regulations Governing the Installation and Management of Dedicated Environmental Protection Units or Personnel. However, in order to make more consistent the regulations governing matters shared among dedicated environmental personnel who are responsible for various environmental tasks, the EPA integrated all related regulations into one universal set of rules under the Regulations Governing the Training and Management of Dedicated Environmental Protection Units or Personnel. Thus, the new regulations were formulated to govern the installation and management of toxic chemical substances professional management personnel after they have obtained their licenses.
The new regulations aim to ensure the professionalism of toxic chemical substances professional technical management personnel and clarify their legal responsibilities. In addition, the new rules are stronger than the original Regulations Governing the Installation and Management of Dedicated Environmental Protection Units or Personnel by clearly stipulating the number and ranks of professional technicians that should be installed, their duties, the need to report any job changes, as well as the requirement to serve full-time and not hold other positions unrelated to duties stipulated by environmental protection laws.
