Since 1991, in compliance with "Garbage Resource Recycling (incineration) Plant Building Plan in the Taiwan Area" enacted by the Executive Yuan, and the "Promotion of Public and Private Participation in Building Refuse Incineration Plant Program" enacted in 1986, the Environmental Protection Administration (EPA) established 21 refuse incineration plants, either by public or via public-private partnership and planned to build another 15 refuse incineration plants by private enterprises. Garbage, in principle, shall be handled and disposed within each administrative district to avoid neighborhood disputes over refuse disposal and to improve handling and disposal efficiency. As of today, 21 publicly built large-scale refuse incineration plants and 3 BOO/BOT ones located in Taoyuan, Wujih Taichung and Maoli have been completed. A total of 24 refuse incineration plants are in operation with daily capacity of 24,650 tonnes. By the end of 2015, the refuse incineration rate accounted for 97.12% of total garbage dispo
sal. Due to the active promotion of waste source reduction and resource recycling policies, the EPA requested city and county governments to review the feasibility of "Promotion of Public and Private Participation in Building Refuse Incineration Plant Program" in 2001 and decided to cancel the building plans of 10 incineration plants, including: Cigu, Tainan County, Da-an of Taichung County, Northern District of Taoyuan, Lugang in Changhua County, Plant 4 in Taipei County, Plant 2 in Taichung City, Husi in Penghu County, Nantou County, Hualien County and Hsinchu County. In addition, construction of 15 plants, which were intended to be built by the private enterprises, was reduced to 5 plants. The EPA has conducted evaluations for refuse incineration plants since 2001 to effectively monitor and manage the existing operations and announced and amended the "Audit and Evaluation Guidelines for Operating Refuse Incineration Plants" on 20 April 2001 and 18 April 2002, respectively, to regulate operational procedures and establish an efficiency indication system. On 13 April 2004, the EPA promulgated "EPA Audit and Evaluation Guidelines for Refuse Resource Recycling Incineration Plants" (13 July 2005) to formally establish the audit and evaluation system, to broaden the scope of audit and evaluation work, and to improve operational and management efficiency of each refuse incineration plant. In addition, information on the operation of incineration plants is open to citizens in order to enhance monitoring by the general public.
